Failed to upload BMC tarball in WebUI

Note on Bugs
I am able to use Redfish to upload a BMC tarball to update the BMC.
But it fails while I am trying to upload the tarball in WebUI.

Unexpected behavior you saw
In the Configuration -> Firmware page in the WebUI, upload a BMC image tarball, and see the Error Unable to upload image file message.

Expected behavior
The tarball shall be uploaded and shown in the WebUI.

To Reproduce
Steps to reproduce the behavior:

1. Go to Configuration -> Firmware
2. Click on 'Add Image File From Workstation`, and click 'CHOOSE A FILE'
3. Choose a tarball from local, and click 'UPLOAD FIRMWARE'
4. See error

It occurs on both intel and update branch.

Additional context
There is no journal log during the above steps.

Confirm it is known issue even with CRB image. Please use redfish way as of now.
