Bank is decreased during frenzies

The bank limit decreases (or outright does away) when a frenzy buff is high enough, causing stuff to be bought below the bank limit would be in 1x.
Example:

Before and after this frenzy, the bank limit was at ~5 trillion (and I only had 1.5 trillion cookies banked).

This also seems to only happen during building frenzies, even if they're less than 7x

Seems to be a problem with the nextPurchase function, as the efficiency doesn't significantly change during a x7 frenzy but decreases significantly when a building frenzy starts:

The bank is also increased during clots, but that doesn't matter as much
