Add 2 factor auth

Would be worth integrating into cookie cutter since once it is tightly integrated it will be simple to turn on.

That is the idea. I think I will do a pull request as well to see if they want to add it to the upstream. I wonder if there is a reason that it doesn't come with the bootstrapped admin package as well. Might be good to overwrite the admin login to allow for 2 factor auth.

If you make an admin via the cli you need to be able to log in, idk if
there is a clean way to allow that user to log in once to set up the 2-auth.

Check that cookie cutter page for any guides to adding things/open pull
requests as a hint.
