Update table number to letter-number

app/(api)/_utils/csv-ingestion/csvAlgorithm.ts

Instead of last year where we mapped devpost team to a numerical table number, this year we are mapping devpost team to a letter-number. ex: A13, where A is the column and 13 is the exact table in the column
Note: hardward hack teams need to be placed on first floor
