feat(admin-ui): transitioning to the new format of cedarling policy stores

Agama Lab is transitioning to the new format of cedarling policy stores, outlined here: https://github.com/ossdhaval/cedar-rfcs/blob/main/text/0101-policy-store-specification.md

What this means:

• The existing policy stores on Github (old format i.e. entire store in one file) can still be modified.
  any new stores created will be in the new format.
• The ability to use this new store format was added in Cedarling-WASM 1.16. Old store support remains unchanged.

Admin UI should be able to use the new format of cedarling policy store for Access Management.
