Static Element Ctrl + Click starts element to drag in Chrome

OS X 10.11.3

To reproduce open the index.html in repo. (sandbox)

Hold the ctrl key down while you click on the static element "I am a static item". "Choose inspect element" (You can also choose "copy" ). The element will start dragging. The same on Safari but not on Firefox.

This seems like a common issues with most of the drag and drop libraries out there. One of them
https://github.com/bevacqua/dragula#dragulacontainers-options
will work around it by checking the meta keys and will not initiate the drag if any of the meta keys are used.

It isn't really a major issue it's just I have seen it so I thought I submit it.
