Add recipe to symfony/recipes-contrib

Hi,
using a simple symfony/skeleton project (started with the symfony-docker setup), I required the opentelemetry-bundle and composer complains that:

Script cache:clear returned with error code 1

Thanks, this seems to require at least one initial version - I'll give it another try at some point, not giving up.
