Telemetry should report 1.1.0 as a development build

The BuildVersionSuffix is not part of FreeCAD.Version(), and as far as I am aware we don't expose it in Python, so this can't be done by the addon.

So that leaves us with:

1. ignore this (and deal with the confusion)
2. manually notate this in the telemetry legend
3. manually add this to the telemetry code
4. expose BuildVersionSuffix() to Python
