• Docs explicitly state this is testnet evidence, not production or mainnet readiness.

Verification

• Deployment dry-run passes.
• Broadcast transaction hashes and readback report are public-safe.
• Unsafe-claims and no-secret scans pass.

What changed:

• Added a Base Sepolia public-agent deployment script for the full local/test public-agent + swarm stack.
• Added a public-safe deploy runner with plan, dry-run, broadcast, redacted env reporting, deployer-address checks, and Foundry broadcast parsing.
• Added bounded Base Sepolia readback tooling that requires explicit addresses/ranges and fails unless registry, launch, fuel, bond, and swarm event groups are observed.
• Recorded the configured public testnet deployer address: 0x69F55917209C446bf9d31D2903e01966B75a8cDe.
• Added the operator runbook and committed non-secret plan artifact.
