Date Formats ate not working

Describe the bug
The formats for date do not seem to be mapped correctly.

To Reproduce

1. Go to a date field in the AB Designer.
2. Change the date format.

Expected behavior
The format should match what the user chooses.

Seen on design...but probably on every server.

I was able to determine that this does not work because we switched to Locales and didn't change the UI to match the new available formats.
