Fix nameid field in IDp metadata

Currently the idp metadata generator is issuing : md:NameIDFormaturn:oasis:names:tc:SAML:2.0:nameid-format:transient</md:NameIDFormat>
which is echoed back by ISE although ISE only supports 1.1

At this time, IDp metadata declares it only supports name ID format urn:oasis:names:tc:SAML:1.1:nameid-format:unspecified, however ISE generated SP metadata requiring urn:oasis:names:tc:SAML:2.0:nameid-format:transient but Cisco ISE doesn't support this format.

To work around this, it is necessary to manually configure the SAML.conf file to replace the nameid format returned to ISE. I am hesitant to add a work around to the code that overrides the nameid on import. Instead, I'll invest further in hacking through figuring out how to get ISE to generate the proper metadata.
