Add config option to disable wireless terminal tooltips

These tooltips are on every single item. Add a config option to disable them.

Why? Aren't these tooltips already collapsed when Alt is not pressed? In fact, they can be triggered from almost anywhere anyway.

It'd be useful for modpack devs to be able to disable them if they'd like. Even with the alt tooltip, it's still unnecessary to be on every item. Players can find out through keybinds if they wish.
