New Milestone for the following priorities: v0.1.0beta

• Make template for writing diagnostic functions. (change obs to ref here). @kobebryant432 will prepare example dataset for writing functions.
• Get working example for CF checker and input processor for EOBS as template for the other models. (see Variables definition #7)
