What Happened?

We recently removed the ‘c' from all the report codes in tables, views, and stored procedures but missed doing that work for the File Comparison Utility.

Acceptance Criteria
• Current Behavior: The File Comparison Utility still has dependencies on the ‘c’ value in report codes
• Expected Behavior: Remove those dependencies
• OSC Ticket: N/A

• Release Notes: Removed all references to the preceding ‘c’ in the Report Code in the File Comparison Utility
