Implement Object Packet Type

The "object" APRS packet type is not yet implemented in APRS#. This is a task to track that work.

This would likely include two steps (probably as separate PRs, but up to the implementer):

• Implement decode of Object packet type
• Implement encode of Object packet type

Acceptance Criteria

This issue can be closed when:

• Object packet type can be successfully decoded
• Object packet type can be successfully encoded
• Tested against at least APRS-IS packet decodes
• Tests added for both encode and decode scenario
• Pull Request opened, updates made based on review, and then merged once approved
