[FEATURE REQ] Request to remove the use of deprecated class/method [azure-core] [java 25]

We plan to use the azure-core.jar in java 25 environment.
azure-core.jar uses deprecated class and deprecated method.

We expect that the deprecated class/method should be removed from azure-core.jar

class com/azure/core/implementation/AccessControllerUtils uses deprecated class java/security/AccessController (forRemoval=true)

class com/azure/core/implementation/ReflectionUtilsMethodHandle uses deprecated method java/lang/System::getSecurityManager()Ljava/lang/SecurityManager; (forRemoval=true)
