join a chain with upgrade history will fail

The limitation of join is that: the node that want to join must create the node with the forge version that the chain started with.

Since it requires quite some work to automate the join process when the target chain have done multiple upgrades, we propose the following solution:

• Update forge join to abort if the target chain have done multiple upgrades
• Update handbook to warn users to use the snapshot backup and recover way to setup a new node
