dRegions: interact-from-outside flag

A flag that bans players from interact with entitys/blocks/etc. inside a region while outside the region (IE, on the border)

What? Something in addition to the PVE flag that should consider both the player and the mob location and cancel on that? The PVE flag takes the -g group switch so you can say only region members can kill chickens.

It's mostly so you can't open a chest inside a creative region from outside it (in the survival region)

I haven't started working with any interact events yet. That's the next big event on the todo list. The event includes all the container blocks and doors and buttons and levers and dyes and... It's a big event and i've been putting it off, but it's almost time to tackle it.
