Can this project support Cortex-R? Why isn't it supported by default?

CMSIS is focusing on Cortex-M processors. While some of the CMSIS components are usable for Cortex-R, the CMSIS-RTOS2 is designed for smaller systems. It does for example not support virtualization or symmetric multiprocessor systems.
