Tools to enforce global open community of APIOps and APItalist is to have

• Open budget
• separate accounting from APInf
• decision making process for budgeting and spendings.

This could be achieved (for the first two requirements) with Holvi. We would use free version of Holvi in the beginning.

Initial packages to purchase from Holvi webstore would be APIOps meetup partner packages. Packages have been defined separately. https://github.com/APIOps/community-resources/blob/master/partner-packages.md
